The U.S. Department of Justice has finalized a $30 million settlement with PayPal concerning a initiative designed to aid small businesses owned by Black and minority entrepreneurs. As part of the deal, PayPal plans to introduce a Small Business Initiative that avoids any references to diversity, equity, and inclusion, elements opposed by the present U.S. administration.
The Justice Department focused on PayPal's Economic Opportunity Fund, established in 2020, which intended to allocate $530 million toward Black- and minority-owned enterprises, with a special emphasis on those impacted by the COVID-19 crisis. At the launch, PayPal's CEO and President Dan Schulman stated, 'For far too long, Black people in America have faced deep-seated injustice and systemic economic inequality. PayPal is uniquely positioned to help in this area, and we are committed to doing our part to address the unacceptable racial divide by advancing a more just economy and society.'
In place of that effort, PayPal will now eliminate processing fees on $1 billion worth of transactions for qualifying small businesses, such as those owned by veterans or operating in agriculture, manufacturing, or technology sectors. A PayPal representative shared with Engadget that the company is enthusiastic about the upcoming program: 'For more than two decades, PayPal has helped small businesses start, scale, and thrive by expanding access to digital financial tools. We're excited to launch the Small Business Initiative to infuse American small businesses with even more economic opportunity.'
Similar resolutions have emerged elsewhere, as the Justice Department secures funds from entities with diversity, equity, and inclusion initiatives. For example, IBM settled last month by paying over $17 million to resolve allegations that factors like race, color, national origin, or sex influenced its recruitment practices, which involved setting demographic targets by race and sex for business units and applying a diversity adjustment to link bonuses with meeting those goals. PayPal and IBM did not acknowledge any violations in their agreements.
